Horizons Communications was founded by Mr. Radhi Hebaishi, a telecommunications engineer with over 25 years of experience.
Experience
Relevant experience includes:
Responsibility for the operation and maintenance of a differential global positioning station located in Bahrain, which forms part of
a GCC chain of stations.
Provided accurate coordinates for merchandizing vessels which utilize the Global Positioning System
(GPS).
Tasked with raising necessary recommendations on policy, regulatory, and operational matters through regular participations in
the assembly, council, and technical committee meetings of the International Maritime Satellite Organization (INMARSAT).
Responsible for the provision of the Global Maritime Distress and Safety System (GMDSS) to the International Maritime
Organization (IMO), as part of its portfolio of satellite communications services.
Responsibility for the management of the maritime identity numbering resources in accordance with the relevant International
Telecommunication Union (ITU) resolution.
This also includes the assignment and conservation of identities that are assigned to
vessels and navigation systems.
Represented Bahrain as part of the Ministry of Transportation and Telecommunications Delegation, and actively participated in
conferences and meetings which included (among others):
International Telecommunication Union (ITU)
World Radio Conference (WRC),
Assembly Meeting of the International Telecommunications Satellite Organization (ITSO)
IMO’s primary committee (Communication for Search & Rescue) which is responsible for the development and
implementation of GMDSS
The National Strategic Committee for Spectrum Management and the relevant International Spectrum Management sub-committee.
